I'd turn off background app refresh and disable tracking. You can do both of these via settings and scrolling down to instagram. You will still be able to get notifications, otherwise if you don't want them, you can disable them as well. Other than these recommendations, I'm not sure of anything else you could do.

Turns out there is an option for iPhone for Background App Refresh under Settings>General and I had that turned off. I turned it on for wi-fi and cellular data and then set it for each of my apps individually, leaving it on for Google Photos. It has been working since then in the background as long as I don't force close the app. Hope this
